Heat deionized water to 70–80℃, add Humectants (e.g., Butylene Glycol, Propylene Glycol), and stir until dissolved.

Cool to below 50℃, then add water-soluble Active Ingredients (e.g., Niacinamide, Panthenol) in sequence.

Add alcohol (ethanol/butylene glycol) as co-solvent and mix evenly

Add thickener (e.g., Hydroxyethyl Cellulose) to adjust viscosity and maintain system stability

Adjust pH to 5.5–6.5, add preservative, and mix evenly

Let stand for defoaming, filter through 0.45μm, pass inspection before filling
