EAEU Cosmetics Changes Took Effect: Keep October and January Requirements Separate

EEC separates October 2026 composition-list changes from a January 2027 warning-label rule. Match the actual ingredient and document revision before approval.

Russian cosmetics ingredient buyers now have an implemented EAEU amendment to review, alongside a separate warning-label change still ahead. Treat these as two document-assessment questions rather than one blanket restriction on every preservative or UV ingredient.

An October implementation date and a separate January rule

In its 27 October 2026 notice, the Eurasian Economic Commission says amendments to the cosmetics composition lists take effect on 28 October. They were adopted under Council Decision 74 of 12 September 2025. The notice separately identifies 1 January 2027 for the changed formaldehyde-warning threshold.

The current event is implementation of an earlier decision. The complete amended annex was not obtained for this review, so this article does not identify a changed limit or restriction for a particular MOS CAS/INCI.

A warning threshold is not a preservative use limit

The notice's warning statement concerns the maximum theoretical concentration of formaldehyde that may be released from a finished product. That quantity is different from the addition rate of a supplied preservative or premix. A warning-label trigger must not be copied into a formulation sheet as a generic preservative dosage limit.

Keep the material identity and assessment basis visible. The notice does not, by itself, prove that a particular offered ingredient releases formaldehyde, is prohibited, or makes the buyer's product compliant. Those conclusions require the relevant amended entry and the actual finished-product use to be matched by the responsible assessor.

Request a matched document, not a blanket clearance

For a current purchase, ask the supplier which applicable requirement and document revision its statement addresses. Provide the exact INCI/CAS, grade and supplied form, intended finished product and use. The same family name may leave important conditions unresolved.

A recently dated declaration without an identified scope is weak evidence. An older document is not automatically invalid merely because the calendar changed; establish whether its stated basis remains applicable. Likewise, an updated SDS is not a complete finished-formula compliance decision. Record the unresolved clause or application question instead of converting “not checked” into either approval or prohibition.
